EVERY year, the Department of Trade and Industry (DTI) selects top service-oriented consumer welfare desks (CWDs) in business establishments.

These CWDs are rated according to how well they follow consumer protection standards set by DTI: prompt resolution of consumer complaints, exemplary management of consumer concerns, and systematic improvement of products and services. Giving the awards this year were Trade and Industry Secretary Mar Roxas and Undersecretary Adrian Cristobal at the formal opening of Consumer Welfare Month, which is October.

HIGHLIGHTS OF ACCOMPLISHMENTS

3^rd Quarter of 2005

Overview:

The economy has once again showed much volatility during this time of the year. The frequent rise of prices for oil and petroleum products and the recent finality of the RVAT law brought waves of price increases among basic commodities and services. Thus, the Provincial Office was again confronted with the exigent task of ensuring that consumers would be amply protected by the impending effects of the economic vulnerability.

The office likewise had major activities relative to the regular programs on SME Development and also with regards to intellectual property rights protection, through the Mugna Namo Bai’ event. In fine, the period went by quite smoothly amidst some rough situations that have to be hurdled.

Trade & industry

Mugna Namo Bai’

The event highlighted Cebuano excellence in design creation and innovation in the various crafts and industries. The occasion featured prominent Cebuano entrepreneurs who gained success in their fields of endeavors. Among those who where duly recognized for their stalwart contributions were Kenneth Cobonpue, Jay Aldeguer, Gil Carungay, Corito Yu, Bernard Nicholas Villamor, Roger Sy, Jess Baring, and Alfred Ngosiok. The need for a better understanding, among local entrepreneurs, of the intellectual property rights and its protection prompted DTI-Cebu to coordinate with the Intellectual Property Office to stage the affair. Director General Adrian Cristobal of the IPO attended the event.

China-ASEAN Expo 2005 in Nanning, China

The DTI-CPO assisted the Center for International Trade Expositions and Missions (CITEM) in the preparations for the Philippine participation in the 2^nd China-ASEAN Expo (CAEXPO) scheduled on 19-22 October 2005 in Nanning, Guangxi, China.

The CAEXPO is meant to strengthen the Framework Agreement on the Comprehensive Economic Cooperation between China and the ASEAN Countries for the China-ASEAN Free Trade Era (CAFTA) to be accomplished in 2010. The Philippines is participating in the 11-country Expo where the Philippine Pavilion will focus on Cebu Province and its achievements and opportunities in trade, tourism and investments.

Assistance rendered by DTI-CPO to CITEM were in the form of:

· Coordinating the visit of CITEM officers to Cebu in August 2005 to brief LGU officials and industry sectors regarding CAEXPO 2005

· invitation of Cebu participants to the Expo and the Business and Investment Summit

· gathering and submission to CITEM of sample products and electronic files of company profiles, still images/photos and other promotional materials (VCD/DVD, brochures) to be placed or used in the Philippine National Pavilion, and

· Facilitating other requests from CITEM regarding CAEXPO 2005.

Among the Cebu export sectors to be promoted in the 2^nd CAEXPO are: Furniture; GTH / home accessories; Processed Food; Fashion accessories, and IT-enabled services.

For investments, the 2^nd CAEXPO is expected to feature economic zones and investments sites in Cebu such as the Mactan Economic Zone II, the Cebu Boardwalk, Taft IT Zone, and other sites being promoted by the Cebu Investment Promotions Center (CIPC).

The tourism display will capitalize on the familiarity of the Guangxi people with selected tourist spots in Cebu, with special focus on beaches and spas (health and wellness).

One Town, One Product [OTOP]

The implementation of One Town One Product (OTOP) Program in Cebu which started early this year has been creating awareness and an impact which encourages the LGUs, especially the industry players in the countryside. The program believes that creating an economic activity through promoting a highly competitive product is ideal and would boast enterprise creation and job generation, thus, addressing the need to alleviate poverty not only in Cebu , but, the whole country.

DTI-Cebu spearheads the promotion of OTOP in the province with the coordinative efforts of leading line agencies in enhancing the capabilities of the LGUs as implementors of this program. Various interventions and activities were done the past months as reported earlier and it is very significant to note the enthusiasm and support of all stakeholders especially the Local Chief Executives. Although, there are only 12 priority municipalities identified in the province, as showcase of OTOP, the DTI has been doing orientations and information campaigns to reach out to other towns with potential products.

Consumer Welfare

Expanded Price Monitoring

As deterrent for retailers to unreasonably increase the prices of prime commodities in relation to R.A. 9337 (E-VAT) implementation, DTI-Cebu expanded its Price Monitoring in terms of frequency, coverage, and number of field personnel beginning the first week of September 2005. Such a pre-emptive move enabled DTI-Cebu to get the baseline data of prices while at the same time increased its visibility in key retail outlets.

Reactivation of LPCCs

DTI-Cebu was at the helm of revitalizing the Local Price Coordinating Councils (LPCCs) of Cebu City and Lapu-lapu City in response to the deafening call of their respective constituency for a pro-active council to caution the impact of the steadily increasing world market prices of fuel and petroleum products and the E-VAT law implementation. Aside from holding a regular meeting every Friday, both councils also trimmed down its membership to be more fit and fast in their acts. Topping the list of action agenda is the setting up of electronic price billboard at Fuente Osmeña, CityLink, and Plaza Independencia.

Senior Citizens’ Discount

Among DTI-Cebu’s pioneering efforts this quarter is mustering the support of retailers in granting 5% discount to senior citizens purchase of basic necessities and prime commodities enumerated under R.A. 9257 (Expanded Senior Citizens Act of 2003). After a Briefing on DAO 03 s. 2005 (Guidelines on Granting Special Discounts to Senior Citizens) and a Special Meeting with retailers were held in July, 2005, DTI-Cebu was able to get the commitment of Cebu retailers to honor the special privilege granted to elderly persons.

Flat Glass Mandatory Certification

Another successful initiative done in favor of consumers is the passage of Mandatory Product Certification of Flat Glass under PNS 193:2005. Flat Glass is a major material for construction. It is intended to be used primarily for mirrors, coatings, glazing, special application, and general architectural or similar uses. Such material must be within the right specification so as not to pose hazards to consumers. Since stiff market competition exists, quality and safety are oftentimes sacrificed with cost. Through mandatory product certification, the sale of uncertified and substandard flat glass that can endanger life and safety of consumers is now prohibited. Paving the way for its full implementation, a PNS 193:2005 Briefing to Cebu distributors, importers, and retailers of said product was done on August 19, 2005 at the Cebu Grand Hotel.
